Title VI Policy Statement

Title VI of the Civil Rights Act of 1964 States:

“No person in the United States shall, on the grounds or race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” The SNTC is committed to complying with the requirements of Title VI in all its Federally funded programs and activities. Making a Title VI Complaint:

Paratransit and Accessibility

The Southern Nevada Transit Coalition (SNTC) paratransit service is a shared-ride, door-to-door program available for those who are functionally unable to independently use the SNTC’s fixed-route system either all of the time, temporarily or under certain circumstances. All paratransit customers are eligible and encouraged to use fixed-route services. Paratransit I.D. card holders can ride any fixed-route free of charge. SNTC also accepts all other transit agencies paratransit I.D. cards and those riders ride for free on the fixed route.

About Para

The reservation-based door-to-door service is available to customers who have been deemed eligible through an evaluation process based on one’s ability to use the fixed-route system, which may be determined through an interview process. Disability alone does not determine eligibility. An assessment interview includes a questionnaire regarding the ability to walk or make it to a fixed route bus stop as well as any documentation from a medical provider.

SNTC paratransit service is available 24 hours a day, 365 days per year in the Laughlin, NV area and in the Mesquite, NV area 19 hours a day,  365 days per year, reservations may be made Monday through Friday 8:00 am to 4:00 pm. The system operates within the rural areas of Clark County as required under the Americans with Disabilities Act (ADA). The service area is directly connected to the fixed route service area in which it extends ¾ of a mile beyond the current SNTC fixed route service area. Areas that are not serviced by SNTC fixed-route services may not have service through SNTC Paratransit Service. Reasonable Accommodation

Pursuant to federal regulations, the SNTC will consider requests for reasonable modifications to its policies, practices, and procedures made by an individual with a disability to enable customers to better access public transportation. In order to request a modification, please submit a description of what is needed to the SNTC via:

Vehicle Requests

SNTC paratransit utilizes a dedicated fleet of ADA-accessible buses. SNTC paratransit does not accommodate requests or exclusions for specific vehicles within our fleet. Our accessible vehicles are equipped to transport eligible paratransit customers, including those who use wheelchairs and scooters requiring a lift or ramp to board a vehicle.

This determination is in accordance with 49 CFR Parts 37 & 38 – Department of Transportation (DOT) ADA Regulations Appendix E to Part 37—Reasonable Modification Requests, 9. Dedicated vehicles or special equipment in a vehicle. A paratransit passenger’s request for special equipment (e.g., the installation of specific handrails or a front seat in a vehicle for the passenger to avoid nausea or back pain) can be denied so long as the requested equipment is not required by the Americans with Disabilities Act or the Department’s rules. Likewise, a request for a dedicated vehicle (e.g. to avoid residual chemical odors) or a specific type or appearance of vehicle (e.g., a van rather than a bus, in order to provide more comfortable service) can be denied. In all of these cases, the Department views meeting the request as involving a fundamental alteration of the provider’s service.
